ČIJE SU NAŠE REKE, PRIOBALJE I OBALE

Po Uredbi o utvrđivanju Prostornog plana područja posebne namene međunarodnog vodnog puta E 80 – Dunav (Panevropski koridor VII) koja je usvojena 2015. godine od strane Vlade RS jasno stoji i sledeće: U sklopu aktivnosti na sprovođenju Konvencije o zaštiti Dunava, Međunarodna komisija za zaštitu reke Dunav (ICPDR) utvrdila je deklaraciju Dunavski sliv – reke u srcu Evrope (Dunavska deklaracija, 2004), kojom su potvrđene međudržavne obaveze na: implementaciji Okvirne direktive o vodama (WFD) i Direktive o proceni i upravljanju rizicima od poplava (2007), pre svega izradom plana upravljanja rečnim slivom i implementacijom Akcionog programa za održivu zaštitu od poplava u slivu Dunava (2004); smanjenju ukupne količine organskih materija u slivu Dunava do 2019. godine radi postizanja dobrog ekološkog statusa i obnove ekološki održive ravnoteže tih materija u Crnom moru; prestanku ispuštanja neprečišćenih otpadnih voda naselja sa više od 10.000 ES i svih velikih industrijskih pogona do 2015. godine; postepenom prestanku ispuštanja materija koje predstavljaju najveći rizik za vodene ekosisteme u Dunavskom slivu i značajnom smanjenju ispuštanja ostalih materija, izmeni trenda fizičke degradacije vodenih ekosistema vraćanjem sekcija Dunava i njegovih pritoka u prirodno stanje (obnovom poplavnih područja, ponovnim povezivanjem vlažnih i retenzionih područja i minimiziranjem uticaja novih projekata na fizičku degradaciju ekosistema); zaštiti, očuvanju i obnovi biološke raznovrsnosti i različitih staništa (posebno retkih i ugroženih vrsta) i jedinstvenog ekosistema Delte Dunava;osiguranju da razvoj poljoprivrednog sektora ne dovede do degradacije kvaliteta životne sredine Dunava i njegovih pritoka, razvoju inventara emisija i transgranične mreže monitoringa za ocenu kvaliteta vode Dunava, i dr.

 

U ovoj uredbi između ostalog stoji da se Ribarsko ostrvo nalazi u grupi područja u postupku proglašenja zaštite na području Prostornog plana. ( 2) Spomenik prirode Ribarsko ostrvo, okvirne površine 7ha, grad Novi Sad ). Nažalost grad Novi Sad 2007. godine odbija da donese Akt o zaštiti pomenutog područja.


Ovo, dalje znači, da ukoliko je proces u postupku proglašenja zaštite, po zakonu o zaštiti životne sredine prema njemu se postupa kao da je već zaštićen! ( Zakon o zaštiti životne sredine, član 42). Ovde imamo jasnu neusaglašenost između republičkog i pokrajinskog zavoda za zaštitu prirode, jer u centralnom registru republičkog zavoda jasno stoji da se Spomenik prirode Ribarsko ostrvo nalazi u procesu zaštite, dok pokrajinski zavod odgovara da zaštite nema.
Ukupna površina zaštićenih i predviđenih za zaštitu područja prirodnih vrednosti obuhvaćenih Prostornim planom iznosi oko 1.173 km2 (oko 1.072 km2 postojećih i oko 101 km2 u postupku ili planirano za zaštitu), od čega oko 81 km2 obuhvata neposredni pojas zaštite vodnog puta (oko 77,4 km2 postojećih i oko 4 km2 u postupku ili planirano za zaštitu), a zaštićena područja izlaze na obalu Dunava u ukupnoj dužini od oko 265 km (od čega oko 230 km postojećih i oko 35 km u postupku ili planirano za zaštitu).
Podunavsko kulturno područje, utvrđeno Prostornim planom Republike Srbije na osnovu izražene koncentracije nepokretnih kulturnih dobara, njihove istorijske, kulturne i stilske povezanosti, predstavlja zajedno sa zaštićenim prirodnim vrednostima polazište za očuvanje identiteta koridora vodnog puta i njegovog okruženja.
Priobalno zemljište (inundaciono područje) između nasipa za odbranu od poplava i korita Dunava na zaštićenoj strani iza nasipa u širini ne manjoj od 100 m od nožice nasipa na unutrašnjoj branjenoj strani (odnosno 50 m od nožice nasipa na svim branjenim površinama deonice vodnog puta na području u obuhvatu generalnih planova za gradove), kao i područje nezaštićeno od poplava sa visinom obale od oko 10 m, može se koristiti na način kojim se ne ugrožava sprovođenje odbrane od poplava i obavljanje drugih aktivnosti koje se odnose na upravljanje vodama.
Da ne dužim dalje, Zakon o vodama, Zakon o zaštiti životne sredine, Okvirna direktiva o vodama kao i veliki broj međunarodnih protokola, ugovora i deklaracija jasno govore da je u pitanju NEPOSREDNI ZAŠTITNI POJAS- sa trasom međunarodnog vodnog puta ( širine do 200m).

Ključne međunarodne konvencije i strategije od značaja za prostorni razvoj i uređenje Koridora VII
U procesu prostornog razvoja i uređenja Koridora VII i integracije sa zemljama dunavskog sliva, Republika Srbija će morati da primenjuje strateške evropske dokumente, posebno evropsku politiku prostornog/teritorijalnog razvoja (Teritorijalna agenda EU do 2020. godine, Vodeći principi za održiv prostorni razvoj evropskog kontinenta), Geteboršku strategiju i strategiju Evropa 2020 (Strategija za mudar, održiv i inkluzivan rast, kao zamena za Lisabonsku strategiju), kao i brojne sporazume i konvencije (međunarodne, evropske, transgranične i prekogranične). Za razliku od Teritorijalne agende iz 2007 godine, u kojoj je transport imao značajnije mesto, prema Teritorijalnoj agendi EU do 2020. godine (Teritorijalna agenda Evropske unije do 2020. godine – Ka inkluzivnoj, pametnoj i održivoj Evropi raznovrsnih regiona), usvojenoj 2011. godine, dostupnost različitih vidova saobraćaja, uključujući i vodni transport, predstavlja preduslov teritorijalnog povezivanja, kao peti od šest prioriteta prostornog razvoja. Poseban značaj pridaje se intermodalnim rešenjima i daljem razvoju transevropske transportne mreže. U pratećem dokumentu Agende (Stanje i perspektive prostora EU – ažurirana verzija), unutrašnji vodni putevi su označeni kao nezamenjive arterije, sa velikim uticajem na industrijski, urbani i kulturni razvoj, ali bez dalje razrade. Strategija Evropa 2020. transport vidi kroz prizmu modernizacije svih vidova saobraćaja, smanjenje emisija ugljen-dioksida, dalji razvoj logistike i „inteligentno” upravljanje. Vodni transport nesporno je jedan od vidova transporta koji je najbliži ciljevima ove strategije.
U prostorno-funkcionalnom smislu, od posebnog značaja za Republiku Srbiju u procesu evrointegracija jeste Zajednička sveobuhvatna strategija za zemlje dunavskog sliva (Strategija Evropske unije za Dunavski region sa Akcionim planom), koju je Evropska komisija usvojila decembra 2010. godine i čije prioritetne oblasti (stubovi) su:

- povezivanje Podunavskog regiona (poboljšanje mobilnosti i intermodalnosti; 

- podsticanje održive energetike; podsticanje kulture i turizma kao i direktnih kontakata među ljudima);

zaštita životne sredine u Podunavlju (ponovno uspostavljanje i očuvanje kvaliteta voda; upravljanje rizicima po životnu sredinu; očuvanje biodiverziteta, predela i kvaliteta vazduha i zemljišta);
rad na prosperitetu Podunavlja (razvoj društva zasnovanog na znanju kroz istraživačku delatnost, obrazovanje i informacione tehnologije; 

- podrška konkurentnosti preduzeća; ulaganja u ljude i njihove veštine);
jačanje Podunavskog regiona (dalji razvoj institucionalnih kapaciteta i saradnje; 

- zajednički rad na jačanju bezbednosti).




Zaključak:
Ministarstvo poljoprivrede, šumarstva i vodoprivrede u što hitnijem roku mora početi da primenjuje krovni Zakon o vodama, i mora izdati nalog vodoprivrednim preduzećima da prionu na vodno razgraničavanje, koje dalje znači prepoznavanje vodnog zemljišta kao takvog, i definisanje istog u katastarskim knjigama.
Međunarodna zajednica mora biti pravovremeno informisana o suludim namerama političkog i izvršnog upravljačkog tela grada Novog Sada o zatrpavanju krucijalno važne plavne površine na samom ulasku u grad.
Građanstvo Novog Sada mora se izboriti za očuvanje javne površine- poslednje prirodne oaze u gradu, sa izuzetnim značajem kao izuzetno stanište ptica i drugih strogo zaštićenih vrsta na Dunavcu, Šodrošu i kameničkoj adi.

Povrtarstvo

Povrtarstvo kao inspiracija i izvor zarade u samoodrživom domaćinstvu

Početak, kao i svaki početak još uvek je, trnovit, sa nekoliko značajnih početničkih grešaka ali istovremeno uz početničku sreću :)

Beg iz grada u selo podrazumeva niz promena u sociološkom, finansijskom, emotivnom i svakom drugom smislu. Nakon šestogodišnjeg "privikavanja" shvatila sam da je došao trenutak za promene. Od 1997. godine moj profesionalni život na sve moguće načine bio je u dodiru sa rekom Dunav, danas do Dunava me odnese jedina autohtona rečica u Vojvodini, Jegrička.

2014. godine, nakon porodične tragedije, donosim oduku da se na "neko određeno" vreme preselim u porodičnu kuću bake i deke. Mama je bila aktivni obožavalac prirode uopšte a posebno cveća, najraznovrsnijeg rastinja, čempresa, borova ali i voćnjaka. 





Naše dvorište je, sa mamom kao glavnom vrtlarkom i povrtarkom raznoraznim posetiocima izmamljivalo osmehe i divljenje. Prvih godina nastojala sam da održavam mamino nasleđe...ali nažalost usled čestih putovanja a samim tim i odsustvovanja i zanemarivanja nežnijih vrsta mamin vrt je trpeo i patio a i voćnjak je već odavno tražio rehabilitaciju...

Juli 2019.

Konačno, u dogovoru sa porodicom, donosim odluku da preduzmem konkretne korake u realizaciji zajedničkog projekta u kome je Stage 1 izgradnja dva plastenika, tačnije 400 m2 zaštićenog prostora za uzgoj povrća. Nadala sam se i očekivala pomoć države kroz subvencionisani program od stane pokrajinskog sekretarijata za poljoprivredu, šumarstvo i vodoprivredu. Ugovor je nas 150 potpisalo ..... prilično kasno imajući u vidu sezonu a naročito duge kišne periode s proleća 2019. godine tako da se postavljanje plastenika odužilo sve do polovine jula 2019. Da ne dužim, subvenciju nisam uspela da realizujem iz jednostavnog razloga kašnjenja početka i završetka projekta.

Kako god...


 



Jula meseca 2019. godine plastenici su postavljeni. Posao su efikasno, odgovorno i za 24 sata odlično realizovali radnici iz Leskovca.

U nekoliko nastavaka, pisaću o iskustvima, praksi i paleti proizvoda našeg komercijalnog gazdinstva, nakon godinu dana.

Engaging citizens for good governance in Cohesion Policy. Brussels February 6th

The event, organized by the Commission’s Directorate-General for Regional and Urban Policy, will bring together citizens, representatives of civil society, politicians, policy-makers, and academia from across the EU and beyond and will focus on how to foster closer cooperation with citizens and civil society and give them a more prominent role in the governance of the policy, as well as in the implementation of the EU-funded projects on the ground and the dissemination of their results.


Cohesion Policy is the main investment policy of the Union. It supports job creation, competitiveness, economic growth, improved quality of life, social inclusion and sustainable development. 
 These investments generate tangible outcomes for citizens on the ground in all territories. 40 % of European citizens are aware of a project co-financed by EU funds: this is not enough.
 Evidence and experience show that projects are of higher quality when citizens are engaged in selection and delivery. In addition, this kind of engagement generates “ownership”. Yet such engagement varies across programs. Against this background, the European Commission will organize a conference on 6 February 2020 to examine what initiatives under Cohesion Policy have worked to strengthen citizen engagement and to get inspiration for Cohesion Policy from examples of citizen participation in other contexts. On top of direct engagement, civil society organizations (CSOs) are meant amongst many to engage with citizens. An open and transparent debate with all involved parties will allow us to take a users’ perspective on how to bring Cohesion Policy closer to citizens. The conference will take place under the political leadership and with the participation of Commissioner for Cohesion and Reforms, Elisa Ferreira. 
The key objectives are to: 
1. Facilitate a discussion on the role of citizens and civil society in Cohesion Policy. 
2. Identify interesting practices and innovative ways of cooperation between citizens and authorities that can inspire Cohesion Policy actors. 
3. Develop political momentum for action to enhance cooperation between citizens and authorities in the future Cohesion Policy and programs in the Member States. This document provides the background and larger policy context of the conference organized on 6 February 2020, and a brief overview of the state of play of citizen and civil society engagement in Cohesion Policy.

The importance of more citizen engagement was already recognized and strengthened in the Lisbon Treaty with the European citizens’ initiative. On 30 April 2019, the Commission laid down its vision for a “new strategic agenda for the EU 2019-2024” highlighting the need for strengthened citizen engagement2. In her political guidelines for the 2019-2024 Commission, President Ursula von der Leyen expressed her will for European citizens to play a leading and active part in building the future of our Union. Dubravka Šuica, Vice-President for Democracy and Demography, has been mandated to organize a Conference on the Future of Europe, to start in autumn 2020 to ensure Europeans “have their say on how their Union is run and what it delivers on”. During her confirmation hearing before the European Parliament, Commissioner for Cohesion and Reforms Elisa Ferreira said that “all citizens, wherever they are, can feel that they are part of this project” and committed to “visit the regions to understand local concerns–and local aspirations” with the aim “(t)o encourage faster and better implementation of projects, and to let communities know they are not left behind.”

Good governance Cohesion Policy represents almost a third of the total EU budget. It brings EU policy priorities closer to regions and territories, translating wide policy objectives into specific territorial investment priorities. Member States are primarily in charge of the daily implementation of this budget. The 7th Cohesion Report underlined the importance of quality of governance and institutions in the Member States and regions for economic development and effectiveness of public investment, including that co-financed by Cohesion Policy. Closer cooperation with citizens and civil society are one of the fundamental elements of good governance of Cohesion Policy through EU structural funds. In fact, there is a large consensus among academics, public authorities, and civil society organizations that engaging with citizens is part of good public governance practice. Looking in particular at Cohesion Policy, the engagement of citizens brings added value to public authorities on several fronts:
 it ensures that expertise and technical know-how is considered during decision-making processes, enabling better thematic balance and focus; 
 it strengthens commitment and ownership of policy decisions at local level and thus facilitates implementation; 
and 
 it deepens complementarities with other policies, strategies and funding sources.

BACID FUND - 2ND CALL FOR PROPOSALS

The overall theme is the contribution to the 17 Sustainable Development Goals integrated in the latest EU policies, as the framework for long-term transformation of the Western Balkan countries. The actions need to be connected to the SDGs, whereby priority is given to SDG 11 (making cities and human settlements inclusive, safe, resilient and sustainable). For reasons of clarity during the evaluation process, it should be specified to which of the 3 topics the action mainly contributes:
  • Economic and social development;
  • Environmental protection;
  • Strong institutions and partnerships.
The following types of activities are eligible for funding:
1) Expert support and mentoring;
2) Workshops, seminars and training;
3) Elaboration of reports, studies, surveys and other documents (e.g. guidance, roadmap, model decision, etc.).

8th Annual Forum of EUSDR - Danube Strategy, Romanian Presidency, 27-28th of the June

As a key event of the 2019 EUSDR Presidency, the Ministry of Foreign Affairs of Romania is jointly organized together with the European Commission and the Danube Transnational Program (DTP), between the 27th and the 28th of June 2019 in Bucharest (Palace of Parliament), the 8th Annual Forum of EUSDR. The event will stand under the motto: “Building cohesion for shared prosperity in the Danube Region”.

The 8th Annual Forum covered topics of particular importance for the Danube region such as connectivity and regional mobility, the fostering of clusters’ development, research and innovation, digitalization, People to People contacts and tourism. The second day of the Forum was dedicated to post-2020 EU policy design, with a focus on the role of Interreg DTP and of the ESI Funds for the region. Emphasis was placed on the possibilities of creating better synergies between macro-regional strategies and EU programs and policies in the framework of the new Cohesion Policy. Discussions over new opportunities for enhancing funding for macro-regional strategies also featured in the program prominently.
  1. The Public Hearings Workshop and the dedicated session about the revision of the EUSDR Action Plan allowed stakeholders to take stock of the ongoing progress of the Revision Process and at the same time to become involved more in shaping the Strategy’s future by sharing concrete proposals for the final stage of EUSDR’s Action Plan Revision. To this purpose, public consultations organized by the Danube Strategy Point with the support of the Romanian EUSDR Presidency.
  2. The Forum preceded by a Ministerial meeting in the morning of the 27th of June, allowing the Ministers in charge of Economic Affairs from the EUSDR participating countries to share views and provide strategic guidance for enhancing competitiveness and economic convergence in the Danube region.
  3. The Ministry for Business Environment, Commerce and Entrepreneurship of Romania organized, throughout the duration of this event, an exhibition dedicated to promoting the best practices & success stories of transnational cooperation in the Danube Region.
  4. Business to Business (B2B) sessions organized for the first time within an Annual EUSDR Forum by the Enterprise Europe Network (EEN) and its regional partners, represented by the Romanian Association for Electronic and Software Industry (member of the EEN), also with the support of the Romanian Ministry for Business Environment, Trade and Entrepreneurship and the European Commission/ DG GROW.
The 8th EUSDR Annual Forum continued the tradition of bringing together a balanced number of high-level officials and independent civil society experts from both the EU and non-EU countries sharing their expertise on current developments that could impact the Danube region.
Selection of speakers and facilitators has aimed towards the achieving of a gender/national/rural-urban balance and has been based on transparent, competitive, relevance-based criteria as well as on an inclusive process of cooperation with all the relevant Stakeholders.

Danube Civil Society Forum 5th General Assembly

We are pleased to inform you that the 5th ordinary General Assembly of the DCSF held on 25 June 2019, in Bucharest, Romania.
The EUSDR and the Involvement of Civil Society and Local Actors: Structures, Strategies and Projects 
The Danube Region defined by the EU strategy encompasses 115 million inhabitants from 14 countries in the mainland of Europe, from Baden-Württemberg to the Republic of Moldova and Western Ukraine, from the richest to the poorest regions of Europe. The EUSDR addresses a wide range of issues. These are divided among 4 thematic pillars and 12 Priority Areas – ranging from transport to security, from qualification to research and competitiveness, from the environment to culture and tourism, from energy to the improvement of governance. Each Priority Area is managed by two countries as  Priority Area Coordinators (PACs) assisted by a steering committee representing all EUSDR member countries as well as relevant experts and organisations. Each country of the EUSDR has a National Coordinator (NC), who keeps an overview of the implementation of the strategy and its targets of the 12 Priority Areas in their country. 
Developing the “Guiding Principles of Civil Society in the Danube Region” eventually led in 2011 to the foundation and establishment of the Danube Civil Society Forum (DCSF) on the very day the EUSDR was officially launched in Budapest. This related to the actions of Priority Area 10 “Institutional Capacity and Cooperation” in the EUSDR Action Plan. The DCSF serves as an umbrella organisation for the representation of civil society interests in the macro-region and is a platform for dialogue and networking amongst civil society organisations.
After almost 10 years as Vice President, Daniela Stojkovic Jovanovic step out from this position. The new Vice President came from Bulgaria. Congratulates to Mrs Iva Taraleckova, the new Vice President of Danube Civil Society Forum.

The Danube Participation Day 

The concept of the Participation Days in the EUSDR is based on Art. 11. TEU, committing the EU institutions to “give citizens and representative associations the opportunity to make known and publicly exchange their views” and to “maintain an open, transparent and regular dialogue with representative associations and civil society.
Danube Participation Days have been developed by the DCSF, representatives of organised civil society and local stakeholders, supported by Priority Area 10 “Institutional Capacity and Cooperation”. The Danube Participation Days, linked to the EUSDR Annual Fora, serve as the main meeting of civil society in the framework of the EUSDR and, since 2014, are organised every year as side-events to the EUSDR Annual Fora. The Danube Participation Day is jointly organised by the DCSF, Priority Area 10 in consultation with the Danube Local Actors Platform and in close coordination with the hosting country, the hosting city and the civil society organisations in the hosting country. The Danube Participation Day is open to all stakeholders from civil society and local actors as well as related international and European organisations and institutions and provides civil society and local actors with opportunities to connect and get involved in the implementation of the EUSDR. It reflects the debates and results of the National Participation Days and serves as a lighthouse of participation in the EUSDR governance structure. Since 2014, the Danube Participation Days grew in terms of participants and kept a broad thematic scope related to its core aim: enhancing the participation of local actors at all levels in the Danube Region.


Guidelines for Civil Participation in Political Decision-Making (2017) 

On 27 September 2017, the Committee of Ministers adopted guidelines aimed at promoting civil participation in political decision-making in the Council of Europe’s 47 member states. At a time when democracy is challenged by diminishing trust of people towards politicians and elites in general, one of the prerequisites for guaranteeing democratic security is to ensure the participation of all individuals and societal groups in political processes and decision-making. The new guidelines together with other existing texts such as Recommendation (2007)14 on the legal status of non-governmental organisations in Europe and the Code of Good Practice for Civil Participation in the Decision-Making Process, now form a solid basis for governments and civil society to work together to strengthen democracy.  https://www.coe.int/en/web/civil-society/guidelines 

The Danube Participation Days (EUSDR) The Danube Participation Days convenes decision makers, actors, stakeholders and addresses from all levels and policy fields connected to the Danube Strategy. The DPD emphasises the importance of Civil Society and local actors in the EUSDR and their transparent and regular inclusion in the opinion building, concerning the EUSDR and into their implementation.
