Engaging citizens for good governance in Cohesion Policy. Brussels February 6th

The event, organized by the Commission’s Directorate-General for Regional and Urban Policy, will bring together citizens, representatives of civil society, politicians, policy-makers, and academia from across the EU and beyond and will focus on how to foster closer cooperation with citizens and civil society and give them a more prominent role in the governance of the policy, as well as in the implementation of the EU-funded projects on the ground and the dissemination of their results.


Cohesion Policy is the main investment policy of the Union. It supports job creation, competitiveness, economic growth, improved quality of life, social inclusion and sustainable development. 
 These investments generate tangible outcomes for citizens on the ground in all territories. 40 % of European citizens are aware of a project co-financed by EU funds: this is not enough.
 Evidence and experience show that projects are of higher quality when citizens are engaged in selection and delivery. In addition, this kind of engagement generates “ownership”. Yet such engagement varies across programs. Against this background, the European Commission will organize a conference on 6 February 2020 to examine what initiatives under Cohesion Policy have worked to strengthen citizen engagement and to get inspiration for Cohesion Policy from examples of citizen participation in other contexts. On top of direct engagement, civil society organizations (CSOs) are meant amongst many to engage with citizens. An open and transparent debate with all involved parties will allow us to take a users’ perspective on how to bring Cohesion Policy closer to citizens. The conference will take place under the political leadership and with the participation of Commissioner for Cohesion and Reforms, Elisa Ferreira. 
The key objectives are to: 
1. Facilitate a discussion on the role of citizens and civil society in Cohesion Policy. 
2. Identify interesting practices and innovative ways of cooperation between citizens and authorities that can inspire Cohesion Policy actors. 
3. Develop political momentum for action to enhance cooperation between citizens and authorities in the future Cohesion Policy and programs in the Member States. This document provides the background and larger policy context of the conference organized on 6 February 2020, and a brief overview of the state of play of citizen and civil society engagement in Cohesion Policy.

The importance of more citizen engagement was already recognized and strengthened in the Lisbon Treaty with the European citizens’ initiative. On 30 April 2019, the Commission laid down its vision for a “new strategic agenda for the EU 2019-2024” highlighting the need for strengthened citizen engagement2. In her political guidelines for the 2019-2024 Commission, President Ursula von der Leyen expressed her will for European citizens to play a leading and active part in building the future of our Union. Dubravka Šuica, Vice-President for Democracy and Demography, has been mandated to organize a Conference on the Future of Europe, to start in autumn 2020 to ensure Europeans “have their say on how their Union is run and what it delivers on”. During her confirmation hearing before the European Parliament, Commissioner for Cohesion and Reforms Elisa Ferreira said that “all citizens, wherever they are, can feel that they are part of this project” and committed to “visit the regions to understand local concerns–and local aspirations” with the aim “(t)o encourage faster and better implementation of projects, and to let communities know they are not left behind.”

Good governance Cohesion Policy represents almost a third of the total EU budget. It brings EU policy priorities closer to regions and territories, translating wide policy objectives into specific territorial investment priorities. Member States are primarily in charge of the daily implementation of this budget. The 7th Cohesion Report underlined the importance of quality of governance and institutions in the Member States and regions for economic development and effectiveness of public investment, including that co-financed by Cohesion Policy. Closer cooperation with citizens and civil society are one of the fundamental elements of good governance of Cohesion Policy through EU structural funds. In fact, there is a large consensus among academics, public authorities, and civil society organizations that engaging with citizens is part of good public governance practice. Looking in particular at Cohesion Policy, the engagement of citizens brings added value to public authorities on several fronts:
 it ensures that expertise and technical know-how is considered during decision-making processes, enabling better thematic balance and focus; 
 it strengthens commitment and ownership of policy decisions at local level and thus facilitates implementation; 
and 
 it deepens complementarities with other policies, strategies and funding sources.

BACID FUND - 2ND CALL FOR PROPOSALS

The overall theme is the contribution to the 17 Sustainable Development Goals integrated in the latest EU policies, as the framework for long-term transformation of the Western Balkan countries. The actions need to be connected to the SDGs, whereby priority is given to SDG 11 (making cities and human settlements inclusive, safe, resilient and sustainable). For reasons of clarity during the evaluation process, it should be specified to which of the 3 topics the action mainly contributes:
  • Economic and social development;
  • Environmental protection;
  • Strong institutions and partnerships.
The following types of activities are eligible for funding:
1) Expert support and mentoring;
2) Workshops, seminars and training;
3) Elaboration of reports, studies, surveys and other documents (e.g. guidance, roadmap, model decision, etc.).

8th Annual Forum of EUSDR - Danube Strategy, Romanian Presidency, 27-28th of the June

As a key event of the 2019 EUSDR Presidency, the Ministry of Foreign Affairs of Romania is jointly organized together with the European Commission and the Danube Transnational Program (DTP), between the 27th and the 28th of June 2019 in Bucharest (Palace of Parliament), the 8th Annual Forum of EUSDR. The event will stand under the motto: “Building cohesion for shared prosperity in the Danube Region”.

The 8th Annual Forum covered topics of particular importance for the Danube region such as connectivity and regional mobility, the fostering of clusters’ development, research and innovation, digitalization, People to People contacts and tourism. The second day of the Forum was dedicated to post-2020 EU policy design, with a focus on the role of Interreg DTP and of the ESI Funds for the region. Emphasis was placed on the possibilities of creating better synergies between macro-regional strategies and EU programs and policies in the framework of the new Cohesion Policy. Discussions over new opportunities for enhancing funding for macro-regional strategies also featured in the program prominently.
  1. The Public Hearings Workshop and the dedicated session about the revision of the EUSDR Action Plan allowed stakeholders to take stock of the ongoing progress of the Revision Process and at the same time to become involved more in shaping the Strategy’s future by sharing concrete proposals for the final stage of EUSDR’s Action Plan Revision. To this purpose, public consultations organized by the Danube Strategy Point with the support of the Romanian EUSDR Presidency.
  2. The Forum preceded by a Ministerial meeting in the morning of the 27th of June, allowing the Ministers in charge of Economic Affairs from the EUSDR participating countries to share views and provide strategic guidance for enhancing competitiveness and economic convergence in the Danube region.
  3. The Ministry for Business Environment, Commerce and Entrepreneurship of Romania organized, throughout the duration of this event, an exhibition dedicated to promoting the best practices & success stories of transnational cooperation in the Danube Region.
  4. Business to Business (B2B) sessions organized for the first time within an Annual EUSDR Forum by the Enterprise Europe Network (EEN) and its regional partners, represented by the Romanian Association for Electronic and Software Industry (member of the EEN), also with the support of the Romanian Ministry for Business Environment, Trade and Entrepreneurship and the European Commission/ DG GROW.
The 8th EUSDR Annual Forum continued the tradition of bringing together a balanced number of high-level officials and independent civil society experts from both the EU and non-EU countries sharing their expertise on current developments that could impact the Danube region.
Selection of speakers and facilitators has aimed towards the achieving of a gender/national/rural-urban balance and has been based on transparent, competitive, relevance-based criteria as well as on an inclusive process of cooperation with all the relevant Stakeholders.

Danube Civil Society Forum 5th General Assembly

We are pleased to inform you that the 5th ordinary General Assembly of the DCSF held on 25 June 2019, in Bucharest, Romania.
The EUSDR and the Involvement of Civil Society and Local Actors: Structures, Strategies and Projects 
The Danube Region defined by the EU strategy encompasses 115 million inhabitants from 14 countries in the mainland of Europe, from Baden-Württemberg to the Republic of Moldova and Western Ukraine, from the richest to the poorest regions of Europe. The EUSDR addresses a wide range of issues. These are divided among 4 thematic pillars and 12 Priority Areas – ranging from transport to security, from qualification to research and competitiveness, from the environment to culture and tourism, from energy to the improvement of governance. Each Priority Area is managed by two countries as  Priority Area Coordinators (PACs) assisted by a steering committee representing all EUSDR member countries as well as relevant experts and organisations. Each country of the EUSDR has a National Coordinator (NC), who keeps an overview of the implementation of the strategy and its targets of the 12 Priority Areas in their country. 
Developing the “Guiding Principles of Civil Society in the Danube Region” eventually led in 2011 to the foundation and establishment of the Danube Civil Society Forum (DCSF) on the very day the EUSDR was officially launched in Budapest. This related to the actions of Priority Area 10 “Institutional Capacity and Cooperation” in the EUSDR Action Plan. The DCSF serves as an umbrella organisation for the representation of civil society interests in the macro-region and is a platform for dialogue and networking amongst civil society organisations.
After almost 10 years as Vice President, Daniela Stojkovic Jovanovic step out from this position. The new Vice President came from Bulgaria. Congratulates to Mrs Iva Taraleckova, the new Vice President of Danube Civil Society Forum.

The Danube Participation Day 

The concept of the Participation Days in the EUSDR is based on Art. 11. TEU, committing the EU institutions to “give citizens and representative associations the opportunity to make known and publicly exchange their views” and to “maintain an open, transparent and regular dialogue with representative associations and civil society.
Danube Participation Days have been developed by the DCSF, representatives of organised civil society and local stakeholders, supported by Priority Area 10 “Institutional Capacity and Cooperation”. The Danube Participation Days, linked to the EUSDR Annual Fora, serve as the main meeting of civil society in the framework of the EUSDR and, since 2014, are organised every year as side-events to the EUSDR Annual Fora. The Danube Participation Day is jointly organised by the DCSF, Priority Area 10 in consultation with the Danube Local Actors Platform and in close coordination with the hosting country, the hosting city and the civil society organisations in the hosting country. The Danube Participation Day is open to all stakeholders from civil society and local actors as well as related international and European organisations and institutions and provides civil society and local actors with opportunities to connect and get involved in the implementation of the EUSDR. It reflects the debates and results of the National Participation Days and serves as a lighthouse of participation in the EUSDR governance structure. Since 2014, the Danube Participation Days grew in terms of participants and kept a broad thematic scope related to its core aim: enhancing the participation of local actors at all levels in the Danube Region.


Guidelines for Civil Participation in Political Decision-Making (2017) 

On 27 September 2017, the Committee of Ministers adopted guidelines aimed at promoting civil participation in political decision-making in the Council of Europe’s 47 member states. At a time when democracy is challenged by diminishing trust of people towards politicians and elites in general, one of the prerequisites for guaranteeing democratic security is to ensure the participation of all individuals and societal groups in political processes and decision-making. The new guidelines together with other existing texts such as Recommendation (2007)14 on the legal status of non-governmental organisations in Europe and the Code of Good Practice for Civil Participation in the Decision-Making Process, now form a solid basis for governments and civil society to work together to strengthen democracy.  https://www.coe.int/en/web/civil-society/guidelines 

The Danube Participation Days (EUSDR) The Danube Participation Days convenes decision makers, actors, stakeholders and addresses from all levels and policy fields connected to the Danube Strategy. The DPD emphasises the importance of Civil Society and local actors in the EUSDR and their transparent and regular inclusion in the opinion building, concerning the EUSDR and into their implementation.

„Danube Sediment”

Имплементација транснационалног пројекта „DanubeSediment” (Danube Sediment Management - Restoration of the Sediment Balance in the Danube River) започета је 01. јануара 2017. године. Циљ пројекта је унапређење управљања наносом у реци Дунав и њеним притокама. Дирекција за водне путеве је партнер на пројекту. Пројекат је кофинансиран од стране фондова Европске уније („ERDF” и „IPA” фондови). Планиран завршетак пројекта ДанубеСедимент предвиђен је за 30. јун 2019. године.

Пронос наноса представља природан процес у речним системима. Последњих деценија, људске активности везане за Дунав и његове притоке, довеле су до великих промена у природној количини наноса. Ове промене негативно утичу на важна питања која су везана за управљање водом, а односе се на ризик од поплава, унутрашњу пловидбу, екологију и хидроенергетску производњу. 

Међународна комисија за заштиту реке Дунав (ICPDR) препознала је недостатак у управљању наносом у Плану управљања басеном реке Дунав из 2009. и 2015. године. С обзиром да Дунав протиче кроз десет земаља, од Шварцвалда до Црног мора, холистичко управљање наносом и водом захтева транснационални приступ читавог басена.

Да би се суочили са поменутим изазовима, 14 партнера из девет земаља склопили су партнерство у оквиру пројекта „DanubeSediment”. Циљ пројекта је да се унапреди управљање водом и наносом, као и морфологија реке Дунав. Имплементација пројекта је отпочета у јануару 2017. године и трајаће две и по године, са укупним буџетом од 3.56 милиона еура. Пројекат ДанубеСедимент је кофинансиран од стране фондова Европске уније („ERDF” и „IPA” фондови), у оквиру Дунавског транснационалног програма.

Попуњавање празнина у знању: пројектни тим ће започети прикупљање података везаних за режим проноса наноса на реци Дунав и њеним главним притокама. Ови подаци обезбеђују базу за успостављање равнотеже наноса на целом току Дунава и анализираће опадање, изворе и прерасподелу наноса и њихове утицаје.

Јачање управљања: главни резултат пројекта биће “Смернице за управљање проносом наноса на Дунаву” (DSMG). Овај документ ће имати кључни допринос за треће издање Плана управљања Дунавом (DRBMP), као и за друго издање Плана управљања ризиком од поплава на Дунаву (DFRMP). Оба плана су развијена од стране Међународне комисије за заштиту реке Дунав (ICPDR). 

Као главни корисници пројекта „DanubeSediment”, заинтересоване стране ће редовно бити укључене у напредак пројекта, нпр. кроз националне и интернационалне радионице. “Приручник о наносу за заинтересоване стране” (SMS) фокусираће се на специфичне мере циљне групе за унапређење управљања наносом у области пловидбе, хидроенергетске производње, управљања ризиком од поплава и у области управљања сливом реке.

Национално слушање Дунавске стратегије, Београд, 12. октобар 2018.године

Позивамо вас да узмете учешће у одржавању једнодневне конференције посвећене имплементацији Дунавске стратегије у Србији.
НВО "Свет и Дунав" у сарадњи са Министарством за европске интеграције, на иницијативу Дунавског цивилног социјалног форума организују треће Национално слушање Дунавске стратегије, које ће се одржати 12.октобра 2018. године са почетком у 09:00 часова у Великој сали привредне коморе Србије. Министарка Јадранка Јоксимовић ће поздравити скуп.

Овогодишње Национално слушање се организује уз подршку Савезне покрајине Немачке, Баден Виртемберг и Фондације Фостер Европа из Аустрије. Национално слушање се одржава као годишњи састанак свих заинтересованих страна - учесника у процесу спровођења Дунавске стратегије у Републици Србији. На овогодишњој у конференцији биће сумирани досадашњи постигнути резултати и представљени програми прекограничне и транснационалне сарадње у којима учествује Република Србија, а конференцију ће отворити Национални координатор за ЕУСДР у Републици Србији и заменик директора Канцеларије за европске интеграције Владе Републике Србије. 
Туризам као привредна грана ове године је у Србији доспела на треће место, а свеобухватно је мишљење да је ова привредна грана уједно и слика земље. Колико се кроз пројекте међународног, регионалног и локалног значаја доприноси истинском очувању природног и културолошког блага Србије је питање на које ћемо покушати да добијемо одговоре.
На конференцији ће говорити представници европских тела за провођење ЕУСДР, ПАК 10, представници Баден Виртемберга, Фостер Европа, представници надлежних министарстава у Републици Србији ( Министратсво саобраћаја и Министарство образовања), ДЦСФ, као и представници активних организација локалних удружења грађана који учествују у имплементацији Дунавске стратегије у Србији.
